10DLC Campaign Vetting Announcement
VI has been informed that a new manual vetting process will be instituted for all newly registered 10DLC Uses Cases/Campaigns. A summary of these changes are as follows:
All newly created 10DLC Campaigns will be subject to manual review by the wireless industry’s primary DCA and will be placed in “pending’ status until the review is completed.
Same-day activation for 10DLC campaigns will no longer be possible. Average turnaround time for approval is currently unknown but will likely be a minimum of 5 business days.
Each “vetting event” will incur a $15 vetting fee.
This means that if your campaign is rejected after the first review, the DCA will charge an additional $15 vetting fee when your campaign is re-submitted.
Telephone numbers will not be eligible for assignment to 10DLC Campaigns until approval has been received from the DCA.
Additional propagation time will be required for telephone number assignments to take effect for each of the major mobile carriers.

Summary
Beginning 1/26/23, TCR has announced that they will no longer be auto approving 10DLC Campaign registrations, with all submissions being manually reviewed by the wireless industry’s primary Direct Connect Aggregator (DCA).
This additional step in the will lead to significant changes in the 10DLC registration process, most notably eliminating the ‘same day’ turnaround time for campaign registrations.
Upon submission, campaigns will enter ‘pending’ status while it awaits review by the DCA. At the time of this notice, the average turnaround time for campaign approval is unknown, but VI is anticipating approvals to take at least 5 business days.
Telephone numbers will not be eligible for assignment to your campaigns until they have received approval by the DCA.
With such a quick turnaround time between announcement and active date, visibility regarding approval status will not be immediately available in the VI Back Office. Please stay tuned for an announcement regarding this functionality.
Vetting Fee
Beginning 1/31/23, the wireless industry’s primary DCA will begin charging $15 for the vetting process described above.
On the VI platform, this will be assessed as a passthrough fee and billed upon creation of your campaigns.
VI has been informed that the fee is charged per “vetting event” which means that if your campaign is rejected after the 1st registration attempt, an additional $15 will be charged upon each additional submission.
TN Assignment Propagation Time
After your campaign is approved and ready for telephone number assignment, there will be additional propagation time before the assignments take effect with each of the major mobile carriers.

*Dependent on the volume of traffic that is currently being sent to T-Mobile’s provisioning platform
Verizon and AT&T will be provisioned same day, but if you are experiencing issues with delivery to T-Mobile numbers, it is likely that your assignments have not yet propagated in their database.
Recommendations from VI
In lieu of these upcoming changes, VI recommends taking the following actions:
Inform end users that same-day activation for 10DLC SMS will no longer be possible.
Provision 10DLC Registration information as soon as possible (e.g., prior to LNP completion) to avoid delays.
Ensure that all campaign registrations include accurate information to avoid rejection during manual vetting process.
Ensure that all end users are following CTIA Guidelines to avoid suspension of campaigns.
This includes Subscriber Opt-In, Opt-Out, and HELP processes as required by TCR
